Population, housing and everyday proximity

01

A growing territory

Households are growing faster than the population: for the same number of residents, smaller households occupy more dwellings.

02

Where is growth concentrated?

Ferney-Voltaire and Saint-Genis-Pouilly account for 35.1% of population growth. Ségny shows the highest growth rate.

Within walking distance

Candidate addresses and external services complement the isochrones. Their overlap does not measure coverage of recent housing.

IGN: modelled 5, 10 and 15-minute areas. OSM: separate exploratory routes, with no validation on site or of entrances.

Accessibility is assessed from French services recorded in 2025 and the walking network available in 2026. It does not reconstruct conditions at the date of delivery. Swiss reference points: REG 2026.

Different territories, different situations

Growth and recorded supply are read together, municipality by municipality. Neighbouring services count too, beyond administrative boundaries.

06

What proximity tomorrow?

Housing stock grows faster than population. Services change unevenly; the cases studied do not measure whether they are sufficient.

Presence does not mean proximity.

A recorded facility guarantees neither a usable route nor adequate capacity. Growth, access and capacity need to be examined together.

Planning recommendations
  • 01Ferney and Saint-Genis account for most of the population gain: consider housing, local services and their capacity together.
  • 02In the eight municipalities without a basket shop, check neighbouring services and walking links before calling it a shortfall.
  • 03Coordinate housing programming, centres and walking routes. The documented situations shed light on local relationships; they do not describe all recent housing.
Partial integration · method and limitations B.2

731 permits, 4,755 declared dwellings, completion recorded between 2017 and 2025. Sitadel extraction, September 2026 release: authorisations from 2013, eight pages checked, unique identifiers. This is neither an exhaustive record of deliveries nor a net balance.

224 permits / 731 (30.6%) carry retained references: 211 candidate addresses (928 dwellings) and 13 parcel groups (1,110 dwellings). Two partial references (233 dwellings) are excluded from these totals. Large schemes remain unevenly documented.

Rue de Lyon, Bougeries, route de la Plaine and Fleurs: cadastral references, not built footprints or validated entrances. Collex: partial reference. Porte de France: no perimeter assigned. The premises planned at Bougeries are not counted as existing shops.

IGN: selected BPE destinations, good-quality points; BAN origins, not verified entrances. A missing time means “not documented”. Categories are not merged into a sufficiency score.

OSM: 22 pairs examined, 12 paths in the initial graph, 10 kept after the cautious filter. Network length / 4 km/h, no slope or waiting time. A missing path in the local graph does not prove a physical impossibility. No on-site check.

Switzerland: 59 establishments kept in the database; cautious classification by NOGA and documented check of public access. The airport’s main pharmacy is in the public zone. Other unconfirmed airport access points are excluded from the main view, without being labelled restricted.

Data, definitions and limitations

27 municipalities of Pays de Gex Agglo (EPCI 240100750). Population and housing: census 2017 and 2023, 2026 geography. Households: main tabulation, treated as main residences. Size: household population / households. Differences in the supplementary tabulation are not reconciled.

BPE counts and geolocated points do not have the same scope. Official map points may group several units. “Good” geolocation: error normally under 100 m, with no absolute guarantee; tile quantisation: about 10 m. Acceptable or poor coordinates are excluded from the published isochrones.

Polygons are calculated on the current IGN network, towards the destinations, then merged by category and time. They show neither the paths actually taken, nor opening hours, nor step-free access. Residential references are partial: no share of residents covered and no general rating of underserved neighbourhoods is calculated. Sitadel publishes declared completion dates, addresses and cadastral references; the retained reference points remain distinct from buildings and their actual access. An OAP or a permit does not prove delivery.

Schools: 2025 inventory only. Accessible green spaces, opening hours, capacities, childcare places, medical availability, prices and incomes: not measured. Sports facilities do not form an overall proximity index here.

The PLUiH serving as PLH, its OAPs and the SCoT provide the planning framework. The older diagnosis distinguishes town centres from peripheral retail hubs: its figures are not presented as a 2025 observation. A project listed in an OAP is not an observed delivery.

Rates: (2023−2017)/2017 × 100. Calculated on precise values, rounded for display. The 27 sums checked against the EPCI: difference under 0.001. The increase in stock can include construction, conversion, demolition and revisions; it is not treated as new dwellings.
